Council frames that border procedure serves to process prospectless asylum claims. But presenting false documents or witholding authentic ones is the other ground for mandatory border procedure. This applies to most refugees, as travelling with a valid passport puts them at risk.

Trilogues will be tough. Council has chosen not to share the responsibility for asylum seekers, but instead to lock them up at the external borders. And, after a poor procedure, send them to a third country that is willing to make a deal. European values….
