Humanitarians are denied access to people in need. Aid is being obstructed, knowingly. Civilian infrastructure is being targeted, intentionally. Violence against civilians is used as a weapon of war.

In 2023, humanitarian needs are expected to hit new records, yet humanitarian access remains a major hurdle. Conflicts remain the main cause of humanitarian crises, with civilians bearing the heaviest burden, while security of humanitarian workers is ever more endangered.
