Paragraphs 2 and 3 in the Mitigation Work Programme are basically backsliding from Glasgow. It caps additional targets and deadlines, which are necessary if you want to keep 1.5 degrees alive.

And the second law of Europe's climate package is approved. With this the national targets for Member States for the non-ETS sectors are set until 2030. Thursday we continue on land use!
