Glad to be in Sofia for the opening of the gas interconnector between Bulgaria and Greece.

This pipeline is a game-changer for 🇧🇬

It’s also a key contribution to Europe’s energy security.

The number of democracies peaked in 2012.

But we see too many setbacks.

I want our Union to stand at the side of every country that longs for freedom, and every young democracy – in Europe and beyond.

In particular with our values-driven investment plan,

Democracy is always perfectible.

In parts of the EU, the rule of law and independence of the judiciary are still challenged.

Corruption, still too widespread.

This is against our values and our democracy.

It is up to all of us to continue the work of our founders.

Once again a wind of change is blowing across Europe.

Since 2014, Ukraine's democracy has grown so much.

Because Ukrainians have Europe in their hearts and minds.

Same for the Western Balkans, Moldova and Georgia.

Voting rights for women were not the finishing line but the beginning of a path towards a more perfect democracy.

Democracy also means equal pay for equal work.

Equal responsibilities and rights when it comes to care or career.

Equal access to power, in politics or business

4) We are stepping up our efforts to crackdown on circumvention of sanctions.

Therefore, we are adding a new category to be able to list individuals if they circumvent our sanctions.

This will have a major deterring effect.

3) A legal basis for an oil price cap.

Some developing countries still need some Russian oil supplies, at low-prices.

This cap will help reduce Russia’s revenues and keep global energy markets stable.

Russia should not benefit from European brainpower and expertise.

So we propose:

• Additional bans on providing European services

• Prohibition for EU nationals to sit on governing bodies of Russian state-owned companies

1) New listing of individuals and entities

2) Further restriction of trade:

• New import bans on Russian products, depriving the 🇷🇺 economy of €7 billion in revenues

• More products that cannot be exported to 🇷🇺, in particular key technologies needed for its war machine

Green light to Italy's 2nd payment request under !

Once EU countries also approve it, 🇮🇹 will receive €21 billion.

This results from good progress in the plan, with reforms and investments in 5G, education, innovation and renewables like green hydrogen.

Great to meet @jensstoltenberg again.

We discussed Russia’s war of aggression and stepping up support for Ukraine.

@NATO-EU cooperation contributes to security and stability, so we believe the time has come to agree a new Joint Declaration to take our partnership forward.

We must protect nature.

The European Union will provide 7 billion euros for global biodiversity protection - that is double the funding so far.

We all need to step up.

Citizens expect us to take the green ambition forward.

I want Europe and the US to be the best of allies in the most existential fight:

the fight against climate change.

Europe is responsible for only 9% of global emissions.

So we need everyone on board and I welcome @POTUS strong commitment to become climate neutral by 2050.

Of course, this comes at a price.

The global energy market is tight.

Energy prices are skyrocketing in Europe.

But we are doing all this because we know that with energy independence and freedom from blackmail comes greater power to defend the global rules.

Putin tried to use the EU's fossil fuel dependency to blackmail and divide us.

He failed.

We are turning to reliable and trusted suppliers like 🇺🇸

We are also cutting our need for imported gas, saving and storing more.

The EU will end its reliance on Russian fossil fuels.
