Als öffentlich-partnerschaftliches Modell mit 2 Arten von sicheren Diensten:
1. staatliche
2. private
Staatliche Dienste werden öffentlich finanziert & genutzt. Zusätzlich werden private Auftragnehmer ausgewählt, die diese Infrastruktur nutzen & weitere Dienste anbieten.
Welchen Nutzen hat sie?
Bereitstellung von kritischen Kommunikationsdiensten bei fehlenden oder gestörten terrestrischen Netzen:
z. B. in der Ukraine oder im Falle von Naturkatastrophen.

The last days, I had various meetings in 🇭🇷,🇭🇺,🇸🇰 & 🇨🇿 on 🇪🇺 regional funds & how we can improve them.
If majors have not the same political color as national governments, their cities often have no chance to get 🇪🇺 funds.
One reason why I advocate for direct access for cities.

As public-partnership model with two types of secure communication services:
1️governmental
2️private
Governmental services are publicly funded. To complement those private contractors are chosen to use this infrastructure & offer additional services.
What will it provide?
Critical communication services where terrestrial networks are absent or disrupted, e.g. in Ukraine or in case of natural disasters.
