The mix of 1 and 2 makes the politics tricky- you have the Greener elements of the political spectrum annoyed by absence of "do not significant harm" and the frugal ones annoyed by the new use of RRF and the precedent it sets.
I will do my best to help move this proposal forward.

The proposal abandons the "do not significant harm principle" in the new 20bn.
Again, I agree with the choice-- energy infrastructure (e.g. including pipelines) needs investment to reduce dependence from Russia.

Use the RRF again. Wasn´t it a one off?
I think this is the right choice. it is a vehicle that has proven its usefulness, and we should use it at a time of crisis to channel necessary investment.
The vehicle chosen by the Commission is the RRF. The idea is to channel more money to investments in energy transition and energy.
But where does the money come from?
Unsold ETS permits from the market stability reserve-worth up to 20bn
I have a good first impression of the new REPowerEU Regulation.
A lot of clever choices to mobilize a significant sum of money for energy investments.
Some choices are explosive - but justified in the current context.

How impressive and how inspiring is President of Moldova @sandumaiamd. She has just addressed the @europarl_en, outlining the large advances of freedoms in Moldova and asking for our support. It would be a huge tragedy to let Russia destroy this success story.
