3. Certain MSs put milestones, ie. measures & reforms in their that had been already implemented earlier or stem from the obligation of transposing 🇪🇺legislation. At the same time, HU & PL has got an unprecedently high no. of milestones to fulfill. Is this equal treatment?

 Dialogue yesterday with @PaoloGentiloni & @VDombrovskis. I called the attention to 3 issues:

1. Disbursement is lagging behind: COM has disbursed 1/5 of the available funds only while 1/3 of the time has already passed. Slow payment leads to less competitiveness.
