Re @CedericMeier @EU_Commission @ecb A legal tender always creates a direct liability for the central bank: a 10 Euro bill creates a 10 Euro liability of the ECB. That is something else than having a bank account with the ECB and a direct contractual relationships. Banks can still refuse access to digital Euro.
