I thought long & hard about it:
I now believe we need to make presence obligatory for all MEPs Tuesday and Wednesday morning, while increasing the speaking time slightly to a min of 2min.
It might seem inefficient at first, but it will force people to give better speeches.

I recommend to make
- voting accessible for vulnerable groups, such as people w disabilities
- registration seamless
- sure EU citizens can run everywhere
- infos available in all languages
