No.
The public expects ministers to take advice from civil servants; to reconsider their reforms and changes based on expertise. When civil servants warn you that your plans are ill-judged or too hasty, you should listen, not shout.

Why do they keep bringing back disgraced ex ministers? And then being surprised or embarrassed when they disgrace themselves and their party again? In any other business they'd be sacked and never employed again.

Raab bullied staff at work. He thinks the investigation counted as bullying things that were ok or necessary.
#Raab is unfit to be a minister (ever) but he's also not fit to employ parliamentary staff.
He should resign as an MP, not just from ministerial roles.
