I'd say anyone who does a 'normal' job that is key to the survival of a community - teachers, social care workers, nurses etc. But also shopkeepers, bus & taxi drivers, electricians, plumbers, post office staff etc... All crucial to a functioning society

Our own MP said: "South Devon has one of the highest concentrations of second homes in the country."
Keyworkers literally can't afford to live here. Local families being evicted for AirBnB. Kids forced to move schools.
Yet they won't do anything to limit the number of 2nd homes.

Last night @LibDems proposed a yearly review into how second homes are affecting local communities.
Second homes & holiday lets are pricing local people out and communities are dying.

But Tory MPs voted it down, including our own. Why?

@rotciv_werdlem @GWRHelp That journey would be around £50 in Europe. Even £141 (which wasn't possible for the times I need to travel, though still off peak) is way too much to make train travel a competitive option for most people.
For the sake of the climate we HAVE to rethink our transport priorities

@petercatonbooks @RachelFeather10 @GWRHelp Yep - this was with railcard and advance tickets. I use trains all the time and know the tricks. But the bottom line is the service is poor and tickets are massively overpriced in order to pay eye watering salaries to company bosses and dividends to shareholders.
