Today, together with Commissioner @JuttaUrpilainen and @EIB President Werner Hoyer I signed a €26.7 billion Guarantee Agreement which will enable to finance the implementation of our Economic and Investment Plans for the Western Balkans, the Southern and Eastern Neighbourhood.
