My first attempt at speaking on Retained EU Law Bill thwarted as I had raised a question previously, and that counted as speech. Those are the rules - except I have seen so many do the same and not been stopped. Like the EU, the Lords is a 'rules-based system'. Until it's not.

...M'luds never mean popular sovereignty - always parliamentary. Which, in the case of unelected Lords, is even more ironic.
