My first attempt at speaking on Retained EU Law Bill thwarted as I had raised a question previously, and that counted as speech. Those are the rules - except I have seen so many do the same and not been stopped. Like the EU, the Lords is a 'rules-based system'. Until it's not.

Later on I got to have my say. Despite claims that amendments to the government’s EU Retained Law Bill are not about Brexit, and instead represent a mass outbreak of respect for sovereignty in the Lords, I begged to differ...
