The situation of the is alarming. Top down approach is not enough so we must focus more on the local and regional aspect. The urgency of action is understood theoretically, but it does not resonate with operational level realities and everyday work of cities.

@mmarkkula Cities and regions should be given a more prominent role on as well as direct allocation of financial and technical resources. We must track progress as one of the most common action, together with a dedicated strategy and awareness raising. @trzaskowski_

Policy alignment between different levels of government is crucial to the fulfillment of :
- to have localisation in the EU Voluntary Review
