Planning to close down the M25 for a day isn't best described as "civil disobedience". That has a major economic impact, potentially costing a million day's work. Which is the lifetime's work output of about 80 individuals.

More easily suffered by the rich than the poor, who are made even poorer by lost wages, missed appointments, and delayed essential repairs risking health and safety etc.

Which in and of itself, creates a "significant risk of serious damage to human welfare" .

So I suggest you compare that language in the Computer Misuse Act and the maximum sentences for the different offences involving deliberate and major economic disruption made criminal by that.

The fact these offences did not use computer misuse to plan and conspire with intent to cause comparable level of risk and damage, doesn't change the seriousness of the offence.
