1. Forced Deportation of Children: At least 2,442 children from Ukraine, aged between six and 17, have been transported to 13 facilities in Belarus following Russia's invasion of Ukraine on February 24, 2022.
2. Belarus and Russia's Joint Effort: Belarus has been actively involved in Russia's systematic campaign of child deportation, which violates international humanitarian law (IHL) and international human rights law (IHRL).
3. Lukashenka's Direct Involvement: Belarus' authoritarian leader Alyaksandr Lukashenka has been overseeing these efforts in coordination with Russia. He has facilitated the transport of children and been involved in their re-education and military training.
4. Re-education and Military Training: Children transported to Belarus have been subjected to pro-regime re-education, promoting cultural, historical, societal, and patriotic messages serving the political interests of the regimes of Belarus and Russia. Some have also received military training.
5. Transportation Routes: Children have been moved from various Ukrainian cities and towns to Belarus, typically passing through Russia, with routes including Rostov-on-Don in Russia to Belarus.
6. Involvement of Various Entities: The movement of children has been facilitated by Russia’s Investigative Committee, Belarus’ “Internal Troops of Belarus,” and various pro-regime organizations and individuals in both countries.
7. Consent and Documentation Issues: The legitimacy of consent for the transportation of these children is questionable, with evidence suggesting that free and meaningful consent was not provided in all cases.
