6. Involvement of Various Entities: The movement of children has been facilitated by Russia’s Investigative Committee, Belarus’ “Internal Troops of Belarus,” and various pro-regime organizations and individuals in both countries​​.
7. Consent and Documentation Issues: The legitimacy of consent for the transportation of these children is questionable, with evidence suggesting that free and meaningful consent was not provided in all cases​​​​.
