If the European Union wants to have an impact in foreign policy, it needs to speak with one voice.
Three simple starting points:
1. Majority voting.
2. One seat in the UN Security Council.
3. Use available tools together, not individually.
Realistic? No. Doable? Yes.

It is an uphill battle, but can be achieved step-by-step. The solutions will always be sub-optimal, but the direction is clear.
