@CarolineLucas government could introduce some very simple measures at no cost.
One would be making all public transport journeys to work allowable against tax and disallowing all use of private transport, whether in the course of work or not.
That would bring hospitality and private transport under the same heading; business expenses, but not allowable against income tax. It would produce an immediate shift to public transport, especially amongst high earners.
