The many issues with the RRF implementation include
➡️ absorption - only 11 MS received €47 billion
➡️ use of RRF instead of cohesion fund
➡️ vaguely defined milestones & targets make payments suspension arbitrary
We must correct RRF spending for a digital & green transition!
