One way or another EU always make progress, notes van Rij. Need to try unanimity. It's there for a reason. But to protect internal market, we could discuss majority voting or enhanced cooperation if unanimity doesn't work. Worst in EU would be to implement unilaterally.

Now question by @gillesboyer. Minimum tax accepted by all Member States, yet blocked for very different reasons. This discredited the unanimity process. How to respond?

Member states support business not just through tax, but also through subsidies. Should address both. Need to be transparent on both, according to vRij.

"Tax harmonization makes life easier for countries and companies", says van Rij. Minimum tax helps, fair distribution of tax helps. In the EU it shouldn't be about tax competition. Race to the bottom harms us all

@SantAlfred: "Countries have different endowments, so some tax competition is important to level the playing field. What is your take on that?"

Rules, including those on shell companies. shouldn't be too complicated. That opens the door for loopholes. Dutch have recommendations to simplify the text.

"We have a paradigm shift. We are not in the EU to compete on tax. We need to think more broadly about Europe".

vRij also awaits BEFIT proposal, he says. Good news. Implementation will mean one common rule book for EU corporate taxation.

"Pillar 1 & pillar 2 are pivotal", says vRij. Minimum tax or 15% is more successful if more countries implement it. Had hope for unanimous support in Council. If not possible, alternatives are open. Qualified majority is open for discussion for the Dutch. Need to achieve results.

Lidia Pereira (@lidiafopereira): "How can you maintain an open economy while implementing OECD pillar 1 and 2? What concerns do you have with Unshell? And finally, on exchange of tax information? When will you finalize implementation of EU law in this area?"

"Pace of legislation from EU has been high. Raises the question whether there is sufficient capacity to implement", says van Rij

Dutch tax authorities are involved at point of drafting.

Also on tax advisors. They came up with their own code of conduct, also being more transparent, which is EU legislation. E.g. in noticing aggressive tax schemes.

"In 10 years time, the climate has changed" says van Rij.
Now time for international cooperation. OECD and the EU. Netherlands warmly supports EU law against shell companies.

The EU took strong action. Legislation is good, but will it really work? And how do you measure effect? This is what Dutch Central Bank will look at: how much money ends up in Low Tax Jurisdictions? Flow went down from 38bn to 6bn. Needs to go to 0. Strong ambitious from van Rij!

Netherlands is a small, open economy, says van Rij.
Netherlands wanted to avoid double taxation of companies in Dutch economy and promote investments through tax treaties.

'We have achieved results but not there yet' Must also work internationally.

We now engage with these member states. Also with the Netherlands. Glad you are here Marnix van Rij (@StasFB). The fact you are here signals the change happening in the Netherlands.

The floor is now for Mr. van Rij. multimedia.europarl.europa.eu/

Hope is that they then improve. Same with @europarl_en calling seven member states tax havens. They had, and still had, extremely large foreign direct investments. Often paper constructions to avoid tax: phantom investments.

We started the exchange of view with Dutch Secretary of State van Rij. @europarl_en has always dared to be critical of member states, on rule of law, or taxation, but always in the hope of change.

RT @openmarkets: More to come in the afternoon, including keynotes from MEP @paultang, @CHoffmanUNI, & @maxschrems.

We are looking forward to productive discussions, including with our collaborators: @BalancedEconomy, @LobbyControl, @SOMO.
