A mutual/not-for-profit model would be better and could access investment that a government agency can't to develop our infrastructure for the future.

As with rates, there must be affordability protections.

The reduction would be to the regional rate: council income would be unaffected.

There are two separate issues that people are conflating: elective care and emergency care. Elective care can be provided in specialist centres; with emergency care, it's time critical.
