However, not having an Executive has already squandered the first opportunity in years to have a 3 year budget, which would have prioritised health and given the certainty needed for significant reform to proceed.

However, policy on drugs is reserved to Westminster, so many of the more creative and effective options to address addiction and drug deaths are off the table before we even start.

I can only provide the tools: those responsible for enforcement need to use them. They are independent of and not accountable to me for operational matters.

As I've explained, I've created a toolkit for agencies to use against paramilitaries. In DOJ, we're working to build resilience in communities affected, to resist paramilitary control.
