The Department of Finance gave that money to other departments.

PPS isn't part of Dept of Justice at all: their Director is head of a non-ministerial Department. As Minister, I was aware of the challenges and worked with Judiciary, Chief Constable, & DPP on speeding up justice, but they are operationally independent of MoJ.
