If it's instead distributed as in E, S & W, then it'll be taken off electric bills automatically, including mine.

We have the protocol because:
1. Brexit
2. Frost and Johnson signed up to it
3. Parliament endorsed it

A restored Executive could do it via a scheme which wouldn't require legislation. Given it's over 3 mths from the election, that could have been in place by now.

You know this is at best a half truth: it *can* be delivered without an Executive in theory; however, there is currently no mechanism to do so.

The quickest way is via an Executive.
