@StephenRob1970 @nadhimzahawi @hmtreasury Westminster could do it but would need new legislation to do so (so far they haven't produced it).
A restored Executive could do it via a scheme which wouldn't require legislation. Given it's over 3 mths from the election, that could have been in place by now.
