@Lactrollsintol @chhcalling He doesn't. The Act states that regs require sign-off by the Assembly.

For Westminster to do that requires primary legislation there to alter the act, which would have to go through both Houses of Parliament and Royal Assent. Regs would then have to be laid in Westminster.

@Lactrollsintol @chhcalling We've been clear we will support that either via PMB or amendments to the next legislative vehicle in Westminster, as has the SoS; however, it is a far slower route than electing an Assembly Speaker and the Assembly voting on the regs (which are ready, but need laid).

@Lactrollsintol @chhcalling Either way, our priority is to get the Act commenced and the regs laid: we've committed to working with all parties to make that happen either in the Assembly or Westminster.

However, it's just one very urgent example of delay being caused by lack of fuctioning government here.
