The right to be in government would still be established on mandate: however, parties could choose to opt out (currently the biggest two are the only one's who can't).
And we'd have weighted majority voting, not parallel consent. >

@AndyBelfast @batsy09 @KGPorts @chhcalling The DUP actually proposed similar reforms in 2011, 2016, 2017 and their most recent manifesto, but without the protection we suggest for the largest parties to have the right to take their places based on mandate if they wish: they argued for a fully voluntary coalition.
