1/2 The European Sovereignty Fund should have enough financial firepower to be credible and provide relevant results
It should be incorporated into MFF (over and above the ceilings) ensuring full oversight by Parliament. This is Democratic accountability.

It should be based on a clear assessment of the costs and investment gaps and provide for direct, fast and flexible budgetary to EU strategic industrial projects.
