Today I explained at @CBSNews why Europe needs a tariff on Russian oil and gas to collapse Russian energy revenues now and stop Putin's invasion in Ukraine. Europe can do better.
Today, a conference of donors has promised $6.5bn for humanitarian aid to Ukraine. This is the right path, but far from enough. In Le Monde, I propose, with @GuyVerhofstadt, that the EU issue a War Bond for Ukraine.
The money keeps flowing to Putin: another oil tanker from Russia arrives in an EU port tomorrow, the 6th of May.
