Olivier, great point. But why does it not apply to the EU, which has an even more disfunctional budget process - one where adjustment may depend on credibility of a threat by ECB that involves, at worst, blowing up the Euro?

Re @paulg Disagree. This is useless to most people. We do not undestand even a tiny fraction of what we do. Cyclists or billiard players know no physics. Office workers know no electronics (PCs). Cooks know no chemistry. Humans had to wait thousands of years before understanding fire.
