After EU enlargement Switzerland wanted to keep its special trade relationship with the EU but not to give free movement of people and labor to the new members, only to old members.
East Europeans are merely Untermenschen to the country.

@ilvestoomas In the end they got the same quota limits for a certain period like all old EU member states that wanted to impose the forseen limitation in the EU accession protocols. Switzerland was not different to other EU member states.
