I read that as 5,000 new pavement beds, for ambulances to dump their patients on a pavement somewhere near the hospital to be visited by roaming nurses doing their rounds. Mind you it doesn't mention more doctors or nurses. New beds without staff? As in the nightingale hospitals?

There are many reasons why cutting inheritance tax won't help you, one being that probably you're not about to inherit an estate worth a million.
