NHS is on its knees because we have a sedentary population, most people don't cycle, and it's understaffed & underfunded.

Re @Brutonsttailor Nothing that they do suggests that they have an accurate concept of zero, or anything approximating to a concept of zero. At best they have a notion of "increasing the proportion of our emissions that happen in places and activities that we don't count in the calculations."
