@Stuarty771 @linkcott18 @carltonreid Oxford seem to be using 15 minute zones for their congestion charge. The only thing that has in common with 15 minute cities or 15 minute neighbourhoods is the word 15 minutes.
A congestion charge zone is a stick. A #15minutecity is a carrot.
Totally different method.
