@FlyingSparkes @MichaelEMann That's what the media do all the time. Of course it's actually irrelevant whether the minister herself does things at home. What she's supposed do is facilitate a UK-wide transition via government action and incentives, such as regulations, subsidies, infrastructure, grants.
