In light of the WhatsApp leaks and the knowledge that many of the lockdown provisions were nonsense, not following the science, and not about protecting the public (but protecting politicians reputations), should those fined for breaching rules be refunded and compensated?

@LanceForman What about all the businesses that have closed their doors, should they be compensated ?
What about people that didn't qualify for furlough or loans ? artists, actors etc.......
