4/4 Russia is and always has been an opportunistic predator. It probes to learn what it can do without consequences. Counterforce is the only consequence it cares about.
3/4 A proper reaction is to take the material aid for Ukraine to the next level. For example, the EU countries operate hundreds of Leopard tanks combined. If each provides, say, 5% of its units to Ukraine, that will make a difference.
2/4 Condemning the terror bombings "in the strongest possible terms" is not a reaction. Or, rather, it is the reaction Mr Putin will be happy to see.
1/4 At the moment, Mr Putin is watching CLOSELY what our reaction will be.
If we do not react, this will become the new norm. Whenever there is a military setback, the Russians will bomb Ukrainian cities far from the battlefield. Because they can.

7/8 At the moment, the worst thing that can happen to the Russians is that they lose the war. Many of them think they can return to business as usual with the West when they choose. They insist that the Ukrainians must pay for the humiliation first.
6/8 It should be communicated to the Russians that they will pay every penny. Not only with the wealth already frozen but also in the form of additional fees on visas and punitive taxes on exports and imports if they ever travel in the West or trade with us again.
5/8 Would it be enough of an incentive? I do not know, but an imperfect incentive is much better than no incentive, which is currently the case.
4/8 It should be made clear that they DO have much more to lose. That all additional damage will mean more payment for themselves, their children and their grandchildren. That would create an incentive for the Russians to stop sooner rather than later.
3/8 Russians bomb Ukrainian cities with a growing intensity. They are venting their frustration and taking revenge on Ukraine as a nation. They know they will lose the war but they want to do as much damage as possible before stopping. They feel they have nothing to lose.
2/8 I have raised the issue several times with our own ministers. The reply tends to be that this is "something to be considered" or being discussed". Nobody seems to have a principled objection. Yet the issue does not seem to move anywhere. Seven months have passed.
1/8 If I am not mistaken, no decisions have been made on what to do with the Russian assets frozen abroad, including the $300 billion foreign reserves of the Russian Central Bank.
This money, needless to say, should be seized and used for arming and then reconstructing Ukraine.

@PToveri Jos ja kun kyseessä oli autopommi, liikennettä tukkivat jatkossa sillan fyysisiä vaurioita huomattavasti enemmän turvallisuusjärjestelyt kummassakin päässä.
