I'd like to understand your defintion of "irregular border crossing". 2 of the 3 top nationalities (Syrians & Afghanis) would usually qualify for int'l protection. Without other ways to claim asylum, they may have no choice but to cross the border without proper documentation. The Geneva Convention clearly states they may do so without consequences as long as they present themselves to the authorities immediately.
Do you count these arrivals as irregular border crossings?
