The LEADER programme – 🇪🇺’s participatory and bottom-up policy for #rural #development – has helped to facilitate local engagement.
👉 But its approach is costly and its approval processes are slow, according to our last report.
👉We had a closer look into the risk of illegal land grabbing.
Since #CAP control systems make it difficult to overstate the eligible area, fraudsters often target land with no active owner, for example:
◻️ Publicly-owned land or
◻️ Private land with unclear ownership
🗓️ On Wednesday 6 July, we will publish a special report on the EU’s community-led LEADER local development approach.
🗨️ “Outsourcing some tasks can be useful and sometimes necessary.
👉 But the European Commission should make sure it maximises the value for the money. Also, more transparency & accountability is needed.”
The way the @EU_Commission hires & uses external consultants does not fully ensure value for money is maximised.
👉There are significant gaps in the current framework, bringing risks of:
◽️Concentration of service providers
◽️Overdependence
◽️Potential conflicts of interest
🤝Today, the College of the ECA met the College of the @EUProsecutor, to mark the first year of the EPPO’s operations.
ECA President Mr Lehne took stock of EPPO’s intense year of activity & looked forward to further cooperation to better protect the 🇪🇺’s financial interests.
The @EU_Commission does not have enough evidence to comprehensively assess the 🇪🇺 Common Agricultural Policy’s needs and impact.
According to our report, the Commission has not capitalised on the potential of big data for analysing and designing the #CAP.
