Why would people fleeing war not want to continue studies (which they mat begun elsewhere) or care about their children's education?

There was an issue about life peers being elected as MEPs. @SarahLudford may know. There was a ECHR argument it was unfair to bar their election. Resolved by peers taking leave from HoL to serve in EP, IIRC.
