Not surprised. GDPR seems pretty clear. Main issue since '18 has been enforcing compliance.
But next stage of this dance with non-eu bigtech already needs to be considered.
A time will come when they will either fall over for mass reduction in revenue, or simply (threaten to) exit EU cause they can no longer make the profit shareholders expect.
That might not be far off. Writing for Meta and Twitter is already on the wall.
Are we ready for that? The Netherlands imo, is certainly not!
