@gingebelfast87 @chhcalling He hasn't said they won't or can't, just that it will take longer. Here, it's just regulations, which we could do immediately. There, it requires primary legislation, so needs to pass both Houses of Parliament, receive Royal Assent, and then approval of the regs.
