Estonia, with the highest rate of IC hospitalizations has an ample supply of Paxlovid but @terviseamet dithers and won't release it to pharmacies.

Paxlovid has an 88% efficacy rate. That means 21 of the 23 patients to die 2 weeks ago would be alive today.
