Since @TheShiftNews published this “blunder” by the Contracts Dept last April, I’ve been writing that this was a €400M scandal in the making. It was a done deal & @MaltaGov undermined the process to ensure its “partner”didn’t miss out by not coming in cheapest. I had told you so
