This is like announcing we will not be part of the global economy of the future
Before Brexit our sustainable future would have been supported
Now we are doomed to a poor and dirty future

I'm far from happy with this lacklustre plan, but this one bit actually makes economic sense: the UK can't match US or EU funding (because we're tiny in comparison). But we will profit from the EU, US & China all piling into developing green tech as their competition will drive down prices.
However, it's dumb not to mandate new homes to have solar cells, heat pumps etc., to invest in smaller, nascent green tech -- such as paying up and re-joining the EU's research programme etc
