Efforts to move freight off the roads have not been effective in removing barriers that penalise other modes of transport.

This map shows the evolution from 2010 to 2020 of the relative share of each mode of transport for inland freight (excluding air & maritime freight).
◽️In 2010, rail & inland waterways represented ≈25 % of the total.
◽️By 2020, their share had further decreased to below 23 %.
