RT by @EP_Budgets: Europe must reform.

At today's EUCO, I will call for:

- the delivery of a strong and workable migration deal before end of term
- a kick-start of the enlargement process
- a credible and revised long-term EU budget

The world is changing, and we must adapt with it.
