The reform should ensure balance between growth & stable fiscal policy, plus simplification & equality between MSs.

My 5 points are:

1️⃣ Balanced budget instead of indebtedness. Debt targets are essential, otherwise COM would judge MSs on an uncertain basis, undermining predictability & equal treatment.

2️⃣ It's unclear based on which factors the COM could propose  a/t a MS. Appropriate safeguards are needed to prevent abuse with the COM discretionary powers.

3️⃣ In this challenging times, a flexible fiscal policy can act as a buffer in case of disturbances in other sectors of the economy.strict medium-term fiscal-structural plans should not make this impossible.

4️⃣ We should not overburden the   with new topics, as this would only lead to further debate and loss of scope.

5️⃣ The powers of the independent fiscal institutions differ, so their regulation at EU level should be treated with caution.

In order to meet these challanges we need balance between credible, predictable, sustainable debt reduction & the fiscal flexibility. It can only be achieved if the COM responds to these 5 dilemmas.
